The ITE Manitoba mock-Traffic Bowl

Instead of our usual monthly lunch meeting, we will be doing something a little different for May.  On Thursday, May 10th, we will be holding a mock Traffic Bowl as a dry-run of the real Collegiate Traffic Bowl at the CITE conference here in Winnipeg later in May.  The Traffic Bowl is a Jeopardy-style quiz show that deals with all sorts of questions… er… answers about all things transportation.  The competitors at the CITE conference at the end of May will be students from various ITE student chapters all across Canada, but we need to hold a dry-run here first.

So on Thursday, May 10th, come watch the best and brightest (HA!) transportation engineers in Winnipeg battle it out!  It’s consultants vs. bureaucrats… all for the glory of testing out equipment to make sure it works for the real competition!

The smackdown will take place on Thursday, May 10th at 12 noon in the Event Centre in SmartPark at the UofM (map available here).  Please come witness the daring displays of athleticism trivia knowledge.  Citius, altius, geekius!  Competitors are strongly advised to take transit to the event, as the intense heated competition may render you unable to safely operate a motor vehicle.

Kean Lew Memorial Student Paper Prize

The March 2012 meeting of the ITE Manitoba Section will be held on Wednesday, March 29th starting at 12 noon at the Round Table Steak House and Pub located at 800 Pembina Highway.  The presentation will be made by the three finalists for the Kean Lew Memorial Student Paper Prize.  All three presenters are engineering student at the University of Manitoba: Adam Budowski (BSc. student), Jane MacAngus (MSc. student) and Craig Milligan (PhD. student).

The Disraeli Bridges Project

The February 2012 meeting of the ITE Manitoba Section will be held on Wednesday, February 14th starting at 12 noon at the Round Table Steak House and Pub located at 800 Pembina Highway.  The cost for regular members and guests is $20.  The cost for students is $15.

Our presenter this month is Rick Haldane-Wilsone, P. Eng. of Tetra Tech.  Rick’s presentation is on The Disraeli Bridges Project.  He will describe the process the project team went through and give an update on the bridge construction.

Rick Haldane-Wilsone is the Design Team Lead for the Plenary Roads Winnipeg Team, consisting of Plenary Group and PCL Constructors Canada Ltd.  Rick is responsible to coordinate and lead the design team through the design and construction of the Disraeli Bridges project.  The design team involves a number of sub-consultants such as Stantec, TREK, Dyregrov Robinson, and Bruce Harding.  The responsibilities of the team include undertaking the design, coordination with all utilities, preparing all IFC drawings, permitting, environmental monitoring, and construction quality assurance.  In total there will be approximately 500 drawings produced for this project and 100,000 hours of effort.

Rick is a University of Manitoba grad, from 1991, worked on his Masters until 1994, and has been practicing since with Wardrop, now Tetra Tech.  His technical experience is mainly structural engineering with the primary focus on bridges.  In addition to Disraeli, he has lead large transportation teams on projects such as the Circle Drive South project in Saskatoon, CCW pursuit, and theOsborne Street Bridge Replacement.

Seasons of Tuxedo: Transportation, Traffic & Triple-Left Turns

Our presenters this month are Ken Wimble, EIT and Kerra Mruss, P. Eng. of MMM Group.  Their presentation is called Seasons of Tuxedo: Transportation, Traffic & Triple-Left Turns.

Ken Wimble is a Transportation Engineer-in-Training with MMM’s Transportation Planning Business Unit.  He graduated from the University of Manitoba with a bachelor’s degree in Civil Engineering in 2009.  Ken’s work experience also includes summer terms with Manitoba Water Stewardship and Manitoba Infrastructure & Transportation.  He has worked on a variety of transportation planning, parking and traffic operational studies, and is currently working towards earning his Professional Engineer designation in 2012.  His interests outside of work include hockey, football, curling and reading.

Kerra Mruss is a Senior Project Manager and Associate with MMM’S Transportation Planning Business Unit.  She has a Bachelor of Science (Civil Engineering) and a Master of Science (Transportation Engineering) from the University of Manitoba.  Kerra has worked on a variety of transportation planning studies, parking studies and traffic impact studies, and has also appeared at numerous open houses and public hearings.  Kerra is the Past President of the ITE Manitoba Section and the Chair of the 2012 CITE Annual Conference that will take place in Winnipeg in May 2012.  She is also a member of the APEGM Discipline Committee and the CITE Technical Liaison Committee.

The November 2011 meeting of the ITE Manitoba Section will be held on Tuesday, November 15th, 2011 starting at 12 noon at the Round Table Steak House and Pub located at 800 Pembina Highway.  The cost for regular members and guests is $20.  The new cost for students is $15.

Our presenter this month is Doug McMahon, P.Eng., C.I.M., Executive Director of Water Control and Structures for Manitoba Infrastructure and Transportation.  Doug has a Diploma in Civil Technology from Red River College (1981), a Bachelor of Engineering (Civil) from Lakehead University (1986) and a Certificate in Management (CIM) from University of Manitoba (2002).  He has worked for MIT since 1986 and started current position as ED of WC&S in 2007.  He is responsible for ensuring a safe and effective provincial water control network and highway structures, and as part of that role provides provincial operational leadership for flood planning and response.

Doug’s presentation is entitled Overview of the 2011 Flood and its Impacts on Manitoba’s Transportation Network.

The ITE (Institute of Transportation Engineers) Manitoba Section and University of Manitoba ITE Student Chapter are organizing the 3rd Annual ITE Manitoba Golf Tournament.  This year, the event is scheduled for September 1, 2011 at the Tuxedo Golf Course in Winnipeg.  It promises to be an enjoyable afternoon of great golf, friends, food, and prizes.

Funds generated from this tournament represent one of our largest revenue streams.  Specifically, these funds are used to organize and subsidize professional development events for our members and friends, including scholarships and student activities.  To maximize the benefits we can provide we encourage you to participate in the tournament and consider becoming a sponsor.

ITE Manitoba’s First Ever “Transportation” Rally
WHERE: Meet under the canopy at The Forks

WHEN: Thursday, June 23 beginning at 4:30 pm
WHY: Final ITE MB get together before the summer
HOW MUCH: $20 per person
INFO:  Our car rally will involve teams of 3 or 4 per vehicle, and will involve traveling around the City using clues/instructions provided.  Photo evidence will be used to show that a team found a landmark or completed a task, and points are awarded based on difficulty.  It’s a great way to get to know each other while having fun.  Watch your speed!  The rally will begin once we have all the teams assembled and have gone over the rules.  Teams will meet back at Muddy Waters (the location has changed from Finn’s) at The Forks at 6:30 pm for some drinks, snacks and awarding of prizes to the winning team.

The $20 fee covers the cost of the rally and some snacks back at Muddy Waters.  In order to figure out details for the event, we need to know how many people will be attending.  Please RSVP to Bjorn Radstrom by Tuesday, June 21 if you would like to participate in the rally or join us for drinks at Muddy Waters.

The April 2011 meeting of the ITE Manitoba Section will be held on Thursday, May 19th,  2011 starting at 12 noon at the Round Table Steak House and Pub located at 800 Pembina Highway.

Our presenter this month is Keenan Patmore, BSc(CE), EIT, the winner of the Kean Lew Memorial Student Paper Prize.  The prize is awarded for an outstanding student paper submitted to ITE Manitoba.  It is given in memory of Mr. Kean Lew, P. Eng., a graduate of the Civil Engineering program at the University of Manitoba and active member of ITE Manitoba, who tragically lost his life in 2009.  The award is generously supported by members of ITE Manitoba and Kean’s former colleagues at PTV America.

Keenan is working towards obtaining a Master’s degree in Transportation Engineering at the University of Manitoba. The purpose of his research is to develop and apply a methodology to calculate vehicle activity inputs for spatial and temporal modelling of emissions from on-road vehicles in urban areas of the Canadian Prairie Region using traffic count data. Keenan has previous summer term engineering experience within the public and private sectors where he performed field work, on-site investigation and data analysis. With the University of Manitoba Transport Information Group he is now gaining experience in the transportation research field by working on projects for Environment Canada, Transport Canada, the Transportation Association of Canada and Manitoba Infrastructure and Transportation.

Keenan’s presentation is entitled Using Traffic Count Data for Vehicle Activity Inputs in Emissions Modelling. The accuracy and validity of vehicle emission outputs estimated by emissions modelling software are directly affected by traffic activity data inputs. The presentation discusses the methodology to develop vehicle activity data inputs is described for Winnipeg as part of research completed for Environment Canada. The methodology identifies data needs, defines a road network for data collection, and describes how to segment this network for estimating vehicle miles travelled.

The April 2011 meeting of the ITE Manitoba Section will be held on Thursday, April 21st,  2011 starting at 12 noon at the Round Table Steak House and Pub located at 800 Pembina Highway.  Our presenter this month is Dave Patman of MMM Group who will be speaking about MMM’s recent Osborne Village Parking Study: featuring the use of license plate recognition technology.

David Patman, P. Eng. is a project manager and transportation planning engineer in MMM’s Transportation Planning Business Unit.  He graduated with a bachelor’s degree in Civil Engineering from the University of Toronto in 2001.  David previously worked for the City of Calgary in their Forecasting and Development Services divisions, before moving to Manitoba in 2009 to work for MMM.  David’s key interests in transportation planning are transit-oriented development and microsimulation.  Outside of work, David’s hobbies include model railroading, collecting old magazines, and travelling.

The March 2011 meeting of the ITE Manitoba Section will be held on Thursday, March 17th,  2011 starting at 12 noon at the Round Table Steak House and Pub located at 800 Pembina Highway.  Our presenters this month are Jeff Crang and Bob Kurylko.

Jeff Crang, P. Eng., PTOE is a Senior Transportation Engineer with 17 years of experience in both the public and private sectors.  He has a broad range of experience including transportation studies, functional planning, detailed design, and construction of urban and rural roadways and facility site works.  Jeff began his career in transportation as a summer student in 1987 with Manitoba Highways, then working within the consulting sector after graduation, next Saskatchewan Highways and Transportation for six years, and a return to consulting since 2004.  Jeff has worked as a project manager since 1998 taking on several interesting projects such as the siteworks for the new $300 million Winnipeg Water Treatment Plant and most recently the 2010 Active Transportation Infrastructure Stimulus Program within River Height / Fort Rouge.

Bob Kurylko, P. Eng. is a Senior Transportation Engineer at Stantec and has over 30 years of experience as a Transportation Engineer in both Public and Private industry. After starting his career at UMA Engineering in the 1980s he moved on to work with the Provincial Government at Manitoba Highways Traffic Engineering Branch. After a brief stay at the  Birtle office where he was the Assistant District Engineer he returned to Winnipeg and the Traffic Engineering Office. After six years as the Traffic Operations Engineer, Bob returned to private practice at Wardrop to lead the design development of the roads approaching the new Provencher Bridge. Bob returned to the public sector as Traffic Operations Engineer and Director of Traffic Engineering briefly before returning to private practice once again at Stantec.  Bob’s professional interests lie in operations and safety, functional design, active transportation, and transportation design’s impact on urban form.

Bob and Jeff’s presentation is entitled Development of Traffic Calmed Bicycle Boulevards Using Traffic Calming CirclesThe Winnipeg, Manitoba Experience. In 2010, the City of Winnipeg received funding for the development of 37 Active Transportation (AT) Paths through the Canadian Federal Government Infrastructure Stimulus Program. This three way funded project (Canada, Manitoba and Winnipeg) was intended to improve the AT infrastructure in the City of Winnipeg by building 100 kilometers of new cycling and pedestrian facilities.  This presentation will illustrate the philosophy behind the choice of traffic calming circles in series as the tool of choice for the Grosvenor Avenue and Roch Street AT corridors, the public consultation that the project demanded, and then provide information on the development of the design details. The remainder of the presentation will provide details on some of the media attention the routes received during implementation and lessons learned.

The February 2011 meeting of the ITE Manitoba Section will be held on Thursday, February 17th,  2011 starting at 12 noon at the Round Table Steak House and Pub located at 800 Pembina Highway.

Our presenter this month is Gene Chartier, P. Eng. Mr. Chartier is a Senior Project Manager with Hatch Mott MacDonald in their Markham, Ontario office.  He is a registered professional engineer with Bachelors and Masters degrees in Civil Engineering from the University of Waterloo.  He is a fellow of the Institute of Transportation Engineers and a member of the American Public Works Association.  Gene is currently the Canadian District President of ITE.

Gene’s presentation is entitled Rural to Urban Transition Zones – Problems, Principles and Practice.  The presentation will provide an overview of techniques used to address the road safety issues associated with transitioning from a high speed rural to a low speed urban environment.  Design principles and practices used to manage driver expectations and address vehicle speeds encountered on approaches to towns and villages will be highlighted.

  1. A presentation by Luis Escobar, P. Eng. and Kenn Rosin, P. Eng. called Winnipeg Master Plan Overview and Feedback Session.  This will be both a presentation as well as an opportunity for ITE members to give feedback to the City of Winnipeg on the latest draft of the transportation master plan.
  2. An election for the position of ITE Manitoba Section Treasurer.
  3. Honouring two section members who have been awarded Life Membership with ITE.
  4. Meet Murray MacLobbie!  If you don’t know who he is, that’s all the more reason to come!

For November’s monthly ITE lunch meeting, we have a very special guest: Dr. George Hazel, OBE, Managing Director of MRC McLean Hazel in Edinburgh, a consultancy specialising in providing transport advice, concepts and solutions for the public and private sectors.  Professor Hazel is an Honorary Professor at the Robert Gordon University, was a member of the Lorry Road User Charging Advisory Group and is an Advisor to Transport 2000’s Policy Council and the Commission for Integrated Transport. He was also a member of the UK Secretary of State’s Steering Group on National Road User Charging and was also President of the Institution of Highways and Transportation (IHT). He was Chair of the Urban Design Alliance (UDAL) in 2005 and 2006 and in 2005 was awarded the Order of the British Empire for services to Transport.

Professor Hazel will be speaking on The future of urban transport is Complete Mobility – but what does it mean? Global trends in city regions across the world mean that we have to rethink the way we plan, design and supply our mobility systems. It means that future systems will have to be user focused, seamless and valued by users. This challenges the way we do things and will mean moving from a modal, operations approach to a user, retailing type approach. Although this will mean big changes to the way we do things it also opens up significant new finding streams and allows access to potentially 100% of the user market for transit rather that the current limited market. Such an approach is attractive to people and businesses and is far more politically deliverable. The ability to deliver this comes through advances in information and communications technology (ICT). ICT makes it possible and companies around the world are planning for this rapidly changing mobility market. Complete Mobility will happen but who will lead and shape it?

The monthly ITE Manitoba lunch presentation for May will be given by Ms. Tanya Worms, P. Eng. of AECOM.  The presentation is called Groundside transportation projects as a part of the James A. Richardson International Airport site redevelopment project.  Ms. Worms has worked for AECOM on projects ranging from the Kenaston Underpass to the new TransCanada Highway Floodway bridges, spending the last two years working as a part of the the Airport Site Development Team.  She recently completed her term on the airport project and is currently the resident engineer on the Jubilee Overpass rehabilitation project.

The meeting will be held over lunch at The Round Table (800 Pembina Highway) from 12 noon until 2:00 pm.  As always the cost is $20 for members and guests, and $10 for students.

April’s presentation by Richard Tebinka, P. Eng. of MMM Group will be about the design and development of CentrePort Canada, Winnipeg’s inland port.  Richard is the Vice-President of Transportation for MMM Group, and has years of extensive experience with the planning, design and construction of large-scale transportation projects in Canada.  The meeting will be held over lunch at The Round Table (800 Pembina Highway) from 12 noon until 2:00 pm.  As always the cost is $20 for members and guests, and $10 for students.

This month’s presentation will be a joint presentation by Kerra Mruss, P. Eng. of MMM Group and David Wiebe, P. Eng. of Dillon Consulting.  Kerra and David each spent time in Vancouver during the 2010 Winter Olympic Games in February, and they will be presenting on the transportation systems that they each observed and used throughout the games.

Our first guest speakers of the new year are Dave Wiebe, P. Eng. and Taran Peters, P. Eng. of Dillon Consulting, who will be speaking about the design and construction of a retrofit roundabout in Winnipeg’s Southdale neighbourhood.

Taran is an Associate at Dillon with experience in both transportation and municipal engineering. Taran is a project manager with extensive experience in design, contract administration and resident services, and survey. He has worked on many aspects of roadway design and renewal, and has experience in road construction, site servicing of subdivisions, as well as land drainage, sewer and watermain installation. In addition, Taran has experience in specialty projects such as Bus Rapid Transit design and construction, as well as roundabout design.

David has experience in both transportation planning and municipal infrastructure engineering.  He is an Associate at Dillon and has significant experience with roadway construction projects, including project management, specifications and contract administration. David also works in the field of transportation planning, having been involved in traffic studies, signalization studies, network planning, and functional and detailed roadway designs in Manitoba, Alberta, and British Columbia. David has recently become a LEED Accredited Professional due to his interest in sustainable transportation projects.

Our guest speaker this month is Ms. Jan McKee.  Jan is the Director of Motor Carrier Permits and Development for Manitoba Infrastructure and Transportation, a position she has held since 2007.  She is responsible for providing strategic oversight and direction of permit issuance, as well as over-dimensional and over-weight policy research and development.  She is Manitoba’s representative on the National Task Force on Vehicle Weights and Dimensions Committee.  Jan has worked in a variety of progressively responsible positions in her 30 years with MIT, including involvements in transportation and regulatory administration and work with the Engineering and Operations Division.

Ms. McKee’s presentation will provide an overview of Manitoba’s truck permitting program and its impacts on highway infrastructure.  There will be an opportunity for discussion and questions following the presentation.

East Side Road Initiative – Engineering Challenges and Opportunities

November’s monthly meeting will be on the third Thursday of the month this time – Thursday, November 19th. As usual, it will take place at 12 noon at The Round Table at 800 Pembina Highway.

Our guest speaker will be James McCutchon, P. Eng. James is a registered professional engineer in the provinces of Manitoba, British Columbia and Ontario, and has been involved in the delivery of a variety of transportation engineering assignments for over 25 years. During these assignments he has acted as project manager, resident engineer, design engineer, traffic engineer, quality engineer and engineering manager for various highway, bridge, interchange, road, rail, airport and surface infrastructure projects throughout Canada, the US, Malaysia and Mexico.

James’ presentation, East Side Road Initiative – Engineering Challenges and Opportunities, will be about the design and construction of a 160 km All Season Road (ASR) from PR 304 to the Berens River First Nation on the east side of Lake Winnipeg.

The first ITE Manitoba lunch meeting of the Fall will happen on Thursday, October 8th, 2009, and we’re back at The Round Table, located at 800 Pembina Highway.

Our guest speaker this month is Mr. Jim Gough, M.A.Sc., P.Eng. Jim is a Senior Project Manager in Transportation Planning and a Partner of MMM Group, in Toronto. He is also the Canadian District Director for ITE until the end of 2009. He has been acting as the CITE project manager on the update of the Canadian Capacity Guide for Signalized Intersections.

Mr. Gough’s presentation is entitled: “Moving Forward with the Canadian Capacity Guide for Signalized Intersections.” Jim will speak about the new 3rd Edition of the Canadian Capacity Guide for Signalized Intersections, as well as the InterCalc software which has been designed to replicate its procedures, and the program of activities CITE is using to support and promote the CCG. The new Guide is a significantly expanded resource for intersection analysis, encompassing safety, transit priority and data from across the country. There will be an opportunity for discussion and questions following the presentation.

The ITE (Institute of Transportation Engineers) Manitoba Section and University of Manitoba ITE Student Chapter are organizing the 3rd Annual ITE Manitoba Golf Tournament.  This year, the event is scheduled for September 1, 2011 at the Tuxedo Golf Course in Winnipeg.  It promises to be an enjoyable afternoon of great golf, friends, food, and prizes.
